My friend is building his first PC and his CPU (i7-9700k) did not come with a stock cooler. I researched it and got mixed answers so I'm wondering if he will still need a cooler even without overclocking.

If it does not come with one (the i7-9700k does not), then you absolutely need to purchase one.
"Mixed answers"?
Anywhere that says you don't need one can be ignored completely.

Must must must must have a cpu cooler. Period. Also, don't forget to buy thermal paste to apply before mounting the cooler. I recommend Arctic silver 5.
There is better out there, but that stuff still performs decently and is easy to apply imo.
Agree with dark rock pro 3/4 or that NH-15 but the H7 is (imho) inadequate. The Cryorig H5 might be OK with no overclock, otherwise an R1. Any of those coolers will come with quality paste so AS5 isn’t needed.
I say the H5 is a maybe as my 8700k is only able to hit 4.7ghz all core with it and not sound like a jet engine. Just my $0.02.
