Yes it does but the 610 is not much better than what you already have.

You're not getting something very good for under 50 unless you buy used. Maybe GT 630 or Radeon 6670 or R7 240 can be found for that price, those are the minimum to get a playable game at 720p.
then in what budget will I get a good(not for very high graphic games but for games like fifa 16) 2gb graphics card?

GDDR5 does not relate to the motherboard, it's graphics memory, not system memory. If the motherboard has a PCIE 2.0 x16 slot, the graphics card will work regardless.
