Does my motherboard have gen 3 or 2 pcie x16?

Solution
April 2012 B75 Chipset appears to be earliest PCIe 3.0 ×16 along with other Series 7 Ivy Bridge Chipsets. For PCIe 3.0 capability, the Ivy Bridge CPU must have the relevant PCIe 3.0 controller built in. However, some Ivy Bridge CPUs only have a PCIe 2.0 controller built in.

H61 Chipset does not feature anything other than PCIe 2.0 ×16 as the Main PCIe configuration.
