does my pc has a serious bootleneck? assassins creed unity performance issues.

hi, after a long wait i finally got my gaming pc completed, wich is the next:
cpu: i5 4460
gpu: asus rog strix gtx 1060 6gb
mobo: asus b85 pro gamer
ram: 2x4 gb skill ares ddr3 1600
psu: 600w evga 600b 80 plus bronze
storage: 1 tb wd caviar blue 7200 rpm hardrive
os: windows 10

so i was pretty happy and started playing games and all was pretty good, dying light was running at ultra settings smoothly, dark souls 3 as well, and then i decided to play assassins creed unity and damn..., i tried ultra settings first, then very high and high but i cant seem to get rid of random stutters and some random minor textures popping, and in one of the first missions when you are escaping the bastille and have to jump out of a window holy <language edit>, the fps drops are unbeliavable.

this experience left me worried about my pc, i know my graphics card should have no trouble handling this game, especally since i dont have a monitor yet and im using a 1366x 768 tv, so the resolution is not even that demanding is just 720p, so im wondering, is my cpu to bad to handle the high crowd density of the game? i didnt think so cause the fps drops didnt seem to be related to being near crowds.. is this game poorly optimized even after 2 years of being released? or is it something else in my pc botlenecking my performance?
also mind im playing with my gpu in oc mode to ensure best performance and my drivers are up to date.
