(no hardware upgrades possible right now)
so, can my pc play far cry 4 and syndicate (i dont mean at the same time). I just need to play it, dont need no ultra graphics. And i need decent fps, like 20. (its not so decent, i know). is there any way to play these games as smooth as possible? how to tweak the games to play them?
Both of the games loads, but extremely low fps, like 5,6,7 or 10 at max.
Is there any hope?

Not without a GPU. Both of those games need some some hardware acceleration. The Iris Pro Broadwell GPU or an APU might be enough for low, but I would look at buying a graphics card if you have the PCI-e slot and a sufficient PSU.

The minimum graphics requirements for AC Syndicate is a NVIDIA GeForce GTX 660 or AMD Radeon R9 270 and requires 2GB of graphics memory. The recommended is a GTX 970 or Radeon 280X.

The minimum requirements for Far Cry 4 are aNvidia GeForce GTX 460 or AMD Radeon HD5850 with 1 GB of graphics memory. The recommended specs are a Video Card: Nvidia GeForce GTX 680 or AMD Radeon R9 290X or better with 2 GB of graphics memory.

All you can do is turn as much off as possible and lower settings to the minimum. But I wouldn't expect very good results, even with the graphics cards you listed. The only thing you can do is to try to save up for a more midrange card.

Look for a used GPU in your area, some decent ones are available for about $30-50, depending on what your system can use though. Small case and weak power supply will limit you greatly. I am about to buy a radeon R9-270X for $60 which is faster than the current R7 360 that sells for $120 or so. Just make sure you can test the card either in their system or in yours.
