Does my pc have a bottleneck? + Audio looping and Freezing when playing games

Does my pc have a bottleneck, Because my CPU usage always seems to drop at times when ingames causing my system to freeze and Audio to loop, This problem has been going on for over 6 months. All drivers are up to date, Temps are fine, Correct voltages, Windows clean reinstalled. Could it be mobo causing these problems?

Specs
GPU- Asus Radeon R9 270x
CPU- i5 3470 @ 3.2GHz
PSU- Corsair 650W Gold
RAM- 8gb of RAM
SSD- Samsung 128gb
HDD- 3 tb Seagate external
Motherboard- Gigabyte h77-d3h-mvp

That's not how Bottleneck works.
Bottleneck is simply a phenomena where your cpu or gpu won't reach it's full performance when you are gaming.
It won't cause freezing or audio looping.


Check your RAM usage when you are gaming. If you have a lot program open in the background, it might be that you are running out of RAM.
Also, motherboard or PSU could be the culprit as well.

I would test another PSU.
