And a beast ATX Gaming Tower Equipped with 4 fans (2 top, 1 front, 1 back)

More than likely it's equal to or exceeds them. Hard to say though, consoles and pc's aren't really comparable. One has multipurpose hardware and may require a bit more hardware 'muscle', the other may be using lesser hardware but finely tuned to do one job. A console isn't running a complex os, it's not made to edit video, run databases or any other number of tasks a pc may encounter.

All the software and hardware is trimmed down and purposely coded to read and run games and that's about it. Even with the ability to access things like netflix or hulu and playback streaming video or a dvd/bluray disc.

It's like a car vs a tractor. An 80hp tractor will out pull a 120hp car all day every day because it's designed to pull things. It won't beat out a car in a road race, it's not designed to do that. Automatically assuming one or the other is better with different guts doesn't really equate.

Not all games are designed to run over 30fps on the newer consoles even though they've advanced enough to come closer to pc's with 60fps in other games. 60fps is usually considered a solid target for pc gamers. The rx 470 will push 60fps in some games, a bit more in others and in some it won't hardly get over 30fps all at 1080p.
