Yes once the coffee lake 6 core i5's come out in about 2 months. The video card may be ok if it wasn't for the cards you need are all overprice due to bit mining. The 960 is an equal to the 1050ti so you need a 1060 6GB ~ 1070. The 1060 6GB's are mostly over $300 and the 1070 over $450.

"Does My PC Need Upgrades ?"

Depends, are you happy with the gaming performance of your system? If your happy with the gaming performance but want to upgrade something then I'd consider a 240gb+ SSD for the OS and a few games with longer loading screens.

If you would like to increase gaming performance then like elbert suggested I would wait for Coffee Lake, the 6-core 8400 looks pretty good for the price if you don't care to overclock.

will the new coffee i5 be using the lga 1150 socket

1150 is dead, 1151-v2 it seems. Need a new motherboard z370 (rebadged z270) and ddr4 ram with the 6 cores... but there is also another z390 coming shortly after and then icelake for the new architecture. coffeelake is a transitional cpu and would have been better served as an upgrade path for 200 series or maybe even 100 series owners.

so knowing the fact that 1150 is dead would you say the upgrade to a 1151 mobo is worth it?

I wouldn't call it dead, I just picked up a 4590 for $100, pairing it with a 780 6gb variant I had the system will be a great mid range gaming rig. While I wouldn't spend a lot, if the OP was able to find a 4790(K) for under $180 it would be a noticeable improvement over there current CPU. Even my 4770K (stock) barely gets to 60% usage under heavy gaming/multitasking.
