It's not a question if the monitor is supported because it will be with each and every GPU out there. It's a question if your gpu is powerful enough to deliver 144fps, which is not unless you low your graphic settings in the game (in AAA titles you won't have 60 fps even in the lowest settings).
So, to summarize: yes compatible but not powerful enough to use it properly.
I would consider a better gpu if you want to fully utilise it.

If you go to the link of your GPU that you posted, then go to specifications you will see Digital Max Resolution 4096x2160 and analog max Resolution of 2048x1536. So whatever way you use to connect your GPU with your monitor you can achieve 1080p

For gaming, the point of having a high refresh rate, ie 144hz instead of 60hz, is so you can take advantage of the higher framerate your computer can handle.

In your case, the 750 Ti will not handle higher than 60fps at 1080p in more demanding games. In fact, in many games it won't even achieve a constant 60fps. So there's no point in getting a high refresh rate monitor, unless you upgrade your videocard so that it can crank out higher framerates. You're lucky in that you have an i5 4460, so all you need is the videocard upgrade, unless your power supply is weak then you'll need a new power supply for the new videocard.

Yes, just use the DVI cable that comes supplied with that monitor.

There are other options such as DP or HDMI (1.3 or above)...

CS:GO isn't very demanding even for a 750Ti, so you should be able to get well over 100 fps at 1080p with maximum settings most of the time.

Lowering a few settings will take you above 144 fps of course...

The CPU in the video above is fairly similar in performance to your i5. As you can see, even at maximum settings and 1080p you can get around 130 fps on average with a 750Ti.
