I have lots of little scores in tests like Unigine 1.0 Valley and the Unigine Heaven 4.0 , where I should have a lot higher fps , as well as in gaming ? Help,
I think that a lot of my processor slows. I get in valley on extreme preset 1600x900 66 fps and 2750 score, in heaven extreme preset 1600x900 78 fps and 1950 score.

At stock speeds, the FX 8300 (3.3GHz) leaves a bit to be desired. It shouldn't hold you back much so no... your are not holding back your GPU. You would, however, see a significant improvement if you managed an overclock of around 4.0 GHz. The FX series shouldn't have much problem getting there as long as your MB is capable and you have an aftermarket CPU cooler of course..
 
It will not bottleneck a GTX 690, but performance will be less than optimal due to the low ipc (instructions per clock) of AMD AM3+ CPUs.
Are you BUYING the 690?
It is a terrible choice for purchase, as it draws a tonne of power, has poor scaling and will end up performing worse than a single RX 480 for example.
