Does my sistem bottleneck?

I have Athlon x4 750k and R9 270 vapor-x card on a Gigabyte F2A55M-DS2 motherboard and 4gb of ram , my CPU usage goes on 95% while GPU usage stays at 35-50% max, and my frames are droping alot , no matter if its low or high quality setting in game...i dont want to try overclock since im no expert and dont wanna mess somthing

Your existing cpu is weak and the i5 2500 is the bested by today's current i3 processors (Especially the 8th gen i3 as you now get 2 extra cores for the money). The games you'd like to play listed above are more cpu dependent than gpu dependent. Therefore going with a cpu motherboard memory upgrade would be a wise choice.
If you can, purchase the i3 8100 as a bare minimum so you get at least 4 solid cores with current IPC/Architecture.
What you describe is a cpu bottleneck. Most game settings have little impact on cpu usage and running your cpu near max while gpu usage is much lower is typical of a cpu bottleneck. The problem is your APU is quite weak as a cpu by modern standards so newer cpu heavy games are just not going to run very well.
 


So i was thinking to buy i5-2500 for now, will that help me at all ? I play games like Planetside 2 , H1Z1 Kotk , LoL , CSGO
