does overclocked graphic cards work with locked mobo ?

my mobo is DH61WW ( locked motherboard). i'm planning to buy GIGABYTE GT 1030 OC 2G Graphic card. does it is work with my mobo ? if it works can i overclock it ?

The speed the videocard operates on has nothing to do with your motherboard being locked or not. You can downclock, or overclock, your videocard independent of anything the motherboard is doing. The motherboard being locked stops you from overclocking the CPU, since to overclock the CPU you need to change settings in the motherboard bios.

Speaking of the bios, there is a slight chance that a new Nvidia card may not work with your motherboard if your motherboard does not have a UEFI bios. Does it?

Since that's an Intel Socket 1155 board I will guess it's UEFI rated.
The video card overclock happens after Windows has booted and modifies the video card BIOS, not the MB BIOS.
There are better GPU options that will run off of the PCIe slot. GTX750Ti, and GTX1050-1050Ti.
The 1030 only equals the 6200 integrated graphics performance, and the 750 isn't much better. i would suggest saving up for the GTX1050 if possible.
