Does physical utilization 90%+ affect my performance?

When playing certain games I stutter alot. So I wanted to find out what was affecting my performance, opening task manager everything but disk is under 70% and under usage. But my Disk is at 90 hitting 100 could this be the reason why I'm stuttering?

HDD capacity can effect stuttering if the game uses disk caching, and if it has to swap files on and off the HDD. It depends on the game.
