Network 'lag' is NOT the same thing as low FPS.
Network lag does not cause low FPS for client side on-line gaming.

What happens is the game may pause due to connection issues. Players may stop moving. But the GPU is still rendering the same number of frames, possibly even more since the action has stopped and CPU load is slightly lower while it attempts reconnection. It only 'looks' different because the screen is showing an immobile 3D model rather than a moving one. Particularly bad net code may cause client side issues and slowness, but that's unusual and only really apparent in CPU bound games.

Actually they do, but not in the sense that your system is failing behind in this case it would be your connection so the effect is pretty much similar they aren't the same thing, think like when you are downloading a file and playing an offline game the game wont be hit by the slow connection and you will be playing normally but if you are indeed playing an online game it will be affected since it relies on a connection o do things, if you are 100% sure you pc can handle a game with good fps make sure you have the better connection you can find in your area
 



exactly but there are some problems some game servers are only located in usa and i live in europe but still got 40 fps in arma3 on very high with gtx 1060 on 1080p i should get 60fps even if i do ultra settings
