Does playing online effect frame rates???

I'm trying to build a computer this christmas and i'm new to the whole pc gaming thing. I just honestly think its better. Anyway I see a lot of benchmarks and things like that for certain parts and stuff like that and i'm just wondering if playing online like GTAV and Battlefield 1, especially with large maps, would effect frames. Also i have about a 500 dollar budget. can maybe go a little over but still need mouse and keyboard and monitor so trying to stay under if anyone could help my find something thats cheap and has power at the same time that would be very nice thank you.
