Does power go to cables that are connected in a psu?

Hey,
I'm building a pc and was wondering if power goes to the cables that aren't plugged in. What do I do with these cables? Do I just tie them up in the back? (I don't have a modular psu).

Just shove them anywhere out of the way. Some cases have room in the back to shove them, or you can simply shove them into the unused drive bays.
