So my stupid laptop came with 48hz since it got UHD, however, I was wondering if I did record some tutorials, would it affect anything if i recorded the tutorial in 60 fps? and same thing for gaming? thanks

The sampling rate of your recording is dependent on the sampling frequencies permitted by you input equipment(webcam etc.), and the frames you can display is governed by your video card(s) and audio out chipset. To be quite frank anything over 30 FPS appears fluent, so unless you want people to replay very specific sequences in slow motion and have good detail during slow motion replay I would opt for lowest frame rate that does the job adequately. This could be to your advantage if you want to stream this from a web server so that you can support more traffic on your current bandwidth.

Not completely sure about that. If the recording software is capturing the game itself and not your screen, then yes, probably possible to get 60fps capturing. But if you make tutorials with your desktop showing they will be at 48fps.
