Question Does reinstalling operating system can fix a bug on refresh rate ?

Actually my original refresh rate was 144Hz since it was replaced due to some damaged happen and after that its 60 Hz theres literally no option for 60 Hz. Dell has take remote control over my PC and check everything and recommend me reinstalling the windows. So anyone know if reinstalling might fix the problem or i just got windows 11 update available or rather update to windows 11 which would be the same thing as reinstalling the operating system but then dell told me that updating to windows 11 not mean reinstalling the operating system so i want to know if anyone know if doing the option above my fix the bug or i dont know if its a bug or rather misreplacement of display instead of 114 Hz

What model monitor and what model graphics card are you using?
What video cable are you using?
Are you using any video cable adapters/converters?
