Does response time matter when watching movies?

And to add to the above, traditionally, all movies were made in 24fps frame speed. Most still are, but there is a trend to double that to 48fps. A lot of older people do not like newer movies in 48fps because the frames are more clear and to them it looks like a soap opera clear effect. Especially in movies where a lot of action takes place. In 24fps, the action is someone blurred so the eye only focuses on the bigger picture.

On the other hand, nature documentaries like the Planet Earth series are shot in 48fps because the camera movement is relatively slow for maximum high resolution detail viewing and I must say that Planet Earth II is visually stunning in 4K and almost like looking through a window. Anyway, movie watching is passive as explained above and you are not interacting with anything. This is why we aren't bothered with watching a TV having a 24+ms response time.

No, because there aren't any time sensitive actions that take place. If a PC gamer shoots an enemy who 5 milliseconds later will shoot them the response time becomes a key component. Input lag won't be an issue either. A movie on the other hand has no real time events happening so having a TV with a 24ms response time or a monitor with a 1ms response time won't affect its behavior in the least.
