Does rx 460 need any power connectors?

The rx460 does not need any power connecters however it does recommend a 400w power supply.
By the way some manufactures do require power adapters however not many. When buying just take a look.

It depends on the manufacturer. AMD's reference design does not need a PCIe power connector however a manufacturer may opt to include one on overclockable oriented cards for example. Make sure you read the specifications and look at images when shopping.
