It could have that effect but greatly depends on what it's in (MB/CPU), how "slow" it is, how fast it could be and somewhat of the game. Amount of free RAM can be even more of a factor.

If you have a graphics card and are not relying on built in graphics in a CPU then RAM speed generally has very little impact to gaming FPS. If you post the system specs, CPU, Memory, GPU, and motherboard for a specific case you would get a better answer than generalities.
