Does temperature effect my performance?

CPU: AMD FX-8320
CPU Cooler: Stock
GPU: EVGA Geforce GTX 650ti SSC
RAM: 8GB
HDD: Seagate Barracuda ST1000DM003 1TB
Motherboard: Gygabite GA-78LMT-USB3
Case: Bitfenix Colossus Micro-ATX
Power Supply: Corsair CX430M
Fans: 3 Intake (2 top, 1 side) 1 Exhaust (1 Bottom) Total 4 Fans

So I have recently noticed that when my GPU hits around 70C i start to get ALOT of lag spikes (15-20FPS), although when its around 50C I get smooth FPS on BF4 (70-80FPS). My CPU stays around 45C although my GPU goes to 70C.

I was wondering if the reason of the lag spikes are because of the temperature?

The gpu has thermal throttling to keep it from overheating to death. Use EVGA precision to monitor the clock speed of the gpu.
