[SOLVED] Does terrible look in games has to do anything with vram usage?

So i got my new graphics card, a Rx 580 4gb Gddr5

and i find it somehow weird that my memory usage never goes up high at all
somehow my 4gb vram has never seen any higher than around 2 gb usage max, at peaks,
in different games to test it.
and i'm okay with that but beyond that there's an issue that i'm not sure it's because of my ram or cpu or gpu or vram or whatever... :(
i have no idea what could cause this terrible visual quality in all of my games.i mean putting setting at high or ultra doesn't make any change in the way games look.horrible shadows that just pop up/bad anti aliasing/shimmering and stutering textures/flickering objects all around the place.i litterly have no idea what this is.i've tried so many drivers(clean install)
i've upgraded my monitor/updated BIOS/changed windows from 10 to 7 and again 7 to 10.i tried messing with Readon Software setting and nothing seems to be working.

my spec:
gigabyte rx 580 4gb gaming
i5 7400 3.00ghz
asus prime b250-pro
one 8gb geil ram ddr4(super cheap)
psu:GP580A-ES(it's not a famous brand and you can't find it on amazon but it can easily be found in my country)
monitor:1920*1080 asus gaming
i'm not the guy who cares about every tiny detail or fps but it's a disappointing fact that you run every game Ultra setting in 2020 but you see a Xbox 360 graphic quality.
(and btw how do i know that power cables are connected to gpu correctly?)

If the gpu is getting 'dirty power' instead of a stream of good, clean power, it can cause some funky things to happen...

You're also hurting performance with the single channel memory configuration. They USED to be fine - that is not the case anymore.

That GP580A-ES has no business being connected to an RX 580 anyway. That aside:

Thank you for your answer.What power supply would you recommend for my pc instead of this wierd chinese psu?(i care about the price 'cuase things are messed up here and stuff are too expensive. however i guess cooler master would be fine what do you think my friend?)

It's unfortunate that good power supplies are expensive for you. If all you can afford are more cheap units, you may run into the same issue, or something entirely different.

What is the make and model of the Cooler Master unit? They are not known for quality power supplies.

At the very least, a Corsair CX550 with the gray label would be my minimum recommendation, but it's likely price gouged in your region...
There's a Corsair CX550 with green lettering out there, avoid it, as it's actually worse.

Even stuff that you call cheap are wayyyy expensive here it's related to politicions.leaders are dumb but we have to pay for their craziness.we almost went to a war against USA at the begining of the year :(

Uhh, those links trigger security alerts on my browser and Malwarebytes...

If you have the 6+2pin PCIE cable plugged in to the gpu's 8pin socket, then you've done that part correctly.

Back to the power supplies: I figured. It was just wishful thinking.
Can you link like 5 power supplies between 550-650w that you CAN afford? I'll have to figure out the best one from there.

just another question:My monitor supports 1080p and 75hz here's the model:Asus VP228
but there is just 60hz avilable.is it related to my hdmi cable?
also when fps gets higher than 60 it makes tearing.

Check your monitor manual
Does it have gsync? Freesync? Adaptive sync? Fast sync?
Also check for low compensation rate
Because some high refresh rate monitor doesn't have good low compensation rate performance

Just one more little thing....is it normal that on my gpu's box when i first bought it there was a little text that said made in china.i mean is my graphic card original ?it does have warranty.
