Question Does the CPU fan matter?

Cpu:Intel Core i7 6Gb/s USB 3.1 ATX Motherboards - MSI PRO Z270-A PRO LGA 1151
Gpu: GIGABYTE GeForce GTX 1080 G1
Ram:CORSAIR Vengeance LPX 16GB (2 x 8GB) DDR4 3000 (PC4 24000
Storage: ssd Samsung 250gb(might upgrade to 2 tb
Psu: rm850x
OS: windows 10

I had a dead mb. Changed it and then the fan clip pin broke. Got image to screen once. Then shut it off and bought a new fan which is a new version of the same fan. Installed it and now I’m getting no output to monitor. I tried vga connection but no luck. I know a lot of new builds get this issue of no output to screen so I’m wondering what this could be.
Note: when I replaced the mb initially I wasnt getting output and all signs pointed to cpu so I took it out and cleaned the bottom with kitchen towels even though I’m sure you shouldn’t touch it. That’s when I started getting display to screen.

Im thinking of changing the fan back to the old one but would that even matter?

BIOS has to sense a fan turning in CPU_FAN header to pass POST and start up. Try connecting and other fan you have.

I changed the fan back but kept getting same issue. I tried switching the rams around in the wrong slots and then tried 1 ram in the closest slot to the cpu and now it’s on. Does this mean that second ram is fried and I got lucky with trying this ram stick? Or is another component damaged and its not able to support 2 sticks?
 
also can I put the second ram in slot 3 and carry on using it like this or do I have to occupy slot 2 and 4 first if I’m using 2 sticks. They’re 8gb each
 
Look in MB manual. it will show correct RAM placement in all configurations.
Use https://www.memtest86.com/download.htm
to check each RAM module.
I tried every possible placement. It only displays if it’s in A1. Single ram in A2 isn’t working either. The mb itself recommends A2, B2 but only slot A1(nearest mb works). Could it be the mb slots or cpu damaged? The cpu has some dark spots. Here’s a pic:

Slot 1 and slot 3 are the same channel, the memory controller only sees 2x channels, so if the ram only works in A1 and not in its companion slot, my guess is the motherboard is bunk.

New doesn't mean it's good, or better, especially considering it's on a board released in 2017 and isn't in regular production any more, so has sat on a shelf in a hot warehouse or bounced around between stores for an indeterminate amount of time.
