If a card supports DVI-I it supports VGA with a passive adapter.
If a card supports DVI-D it only has digital output and can NOT be used with a passive adapter.
As far as a I know anything under the Geforce 10 and AMD 4xx series had at least one DVI-I port on all reference(I would also guess most aftermarket) cards.
Given the option of VGA(or DVI-I with the adapter) or DVI-D, take DVI-D every time if you can.
