Lets say you have 2 players with 2 different computers in a multiplayer game like Total War Warhammer.

1. High End $3000 Computer
2. Low End $600 Computer

Normal, on a map with 20,000 Game Units, the player with the high end computer will get 150 FPS during gameplay. The other player with the low end computer will only get 20 FPS during gameplay.

So now, my question is, because of the fact that the player with the low end computer will only get 20 FPS during the 20,000 Game Units battle. Will the player with the High End computer experience a significant FPS drop because his computer has to match the speed of the other player's computer?

Solution
If the person with the lower FPS is your team mate, he'll bog down your progression. If he happens to be the person you need to take down, well, it's easy picking for you.

Flip the answer if you're the one owning the low end build.

In all likelihood, you won't be in an unplayable situation with a $600 build since you can get playable frame rates and you're referring to battle royale style games, which means they cater to e-sports = they need to be accessible to the low end market as well.
