i not sure on psu but pci supports 25w

Should be fine. Those cards have an 18W TDP. It came with up to a Radeon HD 2400 XT. Which was a 25W TDP card.

The listing reads "Dell". Some of these SFFs could be ordered with discrete GPU as well, so you better check with service documentation for your Dell what was available.
