Both are correct.

It has a 5ms standard response time but it also comes with Response time Overdrive, which allows you to fine tune the response time down to as little as 1ms.

Overdrive is a feature found in many modern monitors, designed to improve their response time. It achieves this by increasing the voltage applied to the liquid crystals in the display, forcing them to change their orientation more quickly.
