I have used both and yes they are safe, I have HWinfo running on my pc right now. Hwinfo is just a more robust program it gives you lots of info about your system, I prefer HWinfo myself but it is a bit more complicated and cluttered than hwmonitor. All hwmonitor does is show voltages, fan rpm, temps, etc. HWinfo gives you that plus more.
