Does the IO shield of the motherboard, make the USB ports and Mobo ESD protected?

Hey guys! Let's say I keep a big charge of electricity, and I try to unplug and replug a USB device like a mouse at the back IO of the motherboard. If i touch the IO, and the whole electricity hits into the IO and the ports, will the ESD short the motherboard? The reason I'm asking is because my mouse wasn't working and needed a replugging and I forgot that I was wearing the shoes that are very good at picking up charges!

Provided your PSU is grounded,ie connected with a 3 prong plug then any ESD will be discharged through the IO plate to the case then to ground via the PSU case and your motherboard will be unaffected.


I live in europe and my PSU power cord has 2 prong plug, so I use a 2 to three plug adapter and plug it on my outlet hub which then is connected to the wall via a 3 pin plug. Is that grounding my PC?
