Does the R9 290 require a 600W power supply without overclocking?

You should not go under requirements, it can be risky. You don't want to overdo your PSU, it's an important component.

Thanks for the advice. I was just a bit curious because part picker said I only needed 400W and the nvidia only needed around 400w.

Nvidia uses a lot less power in their graphics cards, especially the new 900 series.
