Does the speed of extracting and unpacking and installing depends on cpu or hdd

So I was wondering if the speed of very very highly compressed lossless archive depends on the cpu or hdd

My specs being
i5 6500
4gb ddr4 2133mhz
Hdd Seagate 250 gb black drive

Also do know that I'm also talking about installing too

Also it's very very intensely compressed ratio meaning 10gb archive contains 25 gb lossless data
 
Both, though with such a fast CPU you can rule that out. 4GB of memory is also a little light for a recent build. Considering that is likely less then $20, you should pick up another 4GB stick.

If you are extracting to the same drive this cuts performance by more then half with a spinning disk for sure. Drive to drive, all sequential data (not fragmented) should make for a quick transfer.
 


But to be honest it took 4 hours to unpack and install it....to be honest this not quite acceptable.....I think that hdd is being the culprit here as you say it's the no.1 factor cuz it's a 2000 model hdd black drive just know and I have had install and reinstall so much stuff that it's mind boggling.....the reason I dint install Windows 10 on my other drive is cuz it's a green drive 5400rpm which would have been even slower then this 7200 RPM also i live in a third world country where we get pays as low as $1 per hour and things here as so expensive....4 gb ram ddr4 2133 I bought for $40 and ssd samsung evo 850 120 gb which I initially had intended was for $75....believe me it would take me a while now to buy those.
