Usually at 2133,2400,2666 the RAM modules won't need more than 1.2V. When you pass 2666 MHz(so 2800, 2933,3200,3433,3600 and so on) the modules are basically overclocked and they'll run at 1.35V.
When you're buying a 3600 MHz kit for example, initially(without enabling XMP) the kit will run at 2133 MHz@1.2V.
By enabling the XMP profile, you're basically overclocking the kit to reach the advertised frequency of 3600 MHz and it will surely run at 1.35V.
So... usually kits that have the frequency between 2133-2666 MHz are advertised as 1.2V and those with 2666+ MHz will usually run at that specified frequency by enabling a XMP profile(overclock) with 1.35V.

Maybe they're refering to the voltage needed for the kit to run at default speeds, which is 2133 MHz. As I said... when you'll enable the XMP profile the kit will run at 3600 MHz@1.35V.

There's no such thing as a 1.2V, 3600MHz kit... all 3600MHz kits are running at 1.35V. They most likely mislabeled the voltage figure.
DDR4 kits rated at 1.2V are running a frequency <=2666 MHz.
DDR4 kits rated at 1.35V are running a frequency >2666 MHz.
That's true for every DDR4 kit.

but when i check it in the QVL " F4-3600C16D-32GTZR" it says 1.35, the same serial number, even in the gskill website the product page says 1.35.
