Yes, usually the case provides the standoffs, not the MB. The case does in case it uses different heights, etc for that particular case.

No, the case should could with the stand-offs and screws that fit them as well as screws for the side panel, HD screws, etc. double check the box your case came in for a plastic bag taped somewhere full of screws, standoffs, etc.
