Does there is any visible difference b/w a monitor having 5ms Refresh rate and a one with 14ms

I am confused in buying AOC I2080SWn and Lg 20MP48HB.
Aoc has 5ms refresh rate and lg has 14ms but also lg have an hdmi port while there's only Vga port available in Aoc.
My price range is 6500 Rs plz tell me that is there any big difference b/w 5ms and 14ms refresh rate?

when you play games 'mostly' - you play first person shooters or similar games, where you have your champion on screen, you look around 360 degrees with mouse ... the faster you spin, the faster the world revolves around you .....

a 5ms screen will be quick enough so you see everything fly past.
a 14ms screen will perform similar, BUT due to the slower reaction time for pixel colour, you will get blending and/or blur as the pixels fight eachother to display the correct information.
