An LGA 2011 processor won't work with an LGA 1150 motherboard. You need to change one or the other.
Are you getting one or two gtx 780s? That 860W psu is overkill for just one, but if you're planning to eventually get a second, it's fine.

If the build is for gaming, I suggest an i5-4670k. If you've got other usage that would benefit from a 4c/8t cpu, you can get an i7-4770k.
For a single 780, a Corsair CX600M should be sufficient.

Keep the motherboard and get intel xeon e5-2690, the CPU only is worth around 2000$

that cpu is lga 2011, so it wouldn't work with the originally selected motherboard (which was lga 1150).

The ASRock X79 Extreme11 and Rampage IV are EATX boards, so we'll need to know what case the OP is planning on using, so we can make sure they fit. The Sabertooth X79 is probably a good choice for ATX form factor, or maybe the Gigabyte GA-X79-UP4. There's too much variation between different users' needs to definitively say one motherboard is "the best".
