No it means you are running at 2133 Mhz (1066 x 2), what are your PC specs Mobo, cpu etc ? you can enable xmp or dcop in bios to get it up to your target of 3200.

Both the Mobo and the CPU must be able to support 3200 mhz or else the system just won't boot and/or be unstable therefore going to it's default safe level ie.2133mhz.
