The motherboard is ASRock N68-GS4 FX, I'm considering buying this motherboard because not only it is very cheap, only for 115 TND which is 40 USD, I can also install 16GB of RAM.

So since I got couple of 4GB DDR3L RAM sticks I was wondering if this motherboard can support them ? I tried google about this motherboard but websites like crucial didn't give me any answer.

Here is the link to its store page (It's in French) : https://www.spacenet.tn/ordinateur/...te-mere/carte-mere-amd-7025-2ddr3-4sata2.html

Also btw, if I buy this motherboard, am I going to find a preinstalled CPU or am I going to have to buy one ? this is my first time buying a CPU.

Are you certain the RAM sticks are desktop RAM, and not the shorter laptop SODIMMs?
Should work.

No, you won't get a CPU with the board.

Thank you very much, I'm glad that DDR3L works with ASRock N68-GS4 FX.

Yes, I am certain that the RAM stick I have are for desktop since they are long enough to fit in my current motherboard (but sadly it turned out my motherboard doesn't support them, which is why I'm considering buying a new, better motherboard).

Here is a couple of pictures of them :
