No CPU "needs" liquid cooling.
The 4690, unlike the 4690k, isn't really overclockable so nothing more than the stock cooler is required. People use aftermarket coolers to:
a) Allow overclocking
b) Reduce noise
I can't think of a single CLC type water cooler that doesn't get beat thermally and acoustically by a comparably priced air cooler .... so no, CLC water cooling has no "raison d'être" from a thermal or acoustic standpoint.
With custom water cooling loops, you can reduce noise below audible levels and you can reach overclocks somewhat higher than you can with air cooling or CLCs.
However, the use of a moderate to high end cooler in your case, unless you live in Death Valley or some such place with extreme temps, would serve no purpose as you have made no mention of an intent to OC and the CPU chosen is not capable of such in any case.
