I can get:

Asus p5k Motherboard
Q9400
LC Power 600W PSU
500GB HDD 100% health and performance

for about 60 Euros.

Does this pay off?
I will buy GT 730 in near future aswell.
So does someone have similar build and what can you play with Q9400 and GT730 ?

Depends on your goals/expectations I guess.

If you ever want to play on anything but low settings then no it does not pay off.
CPU/Mobo is almost 10 years old so it is very very limited and there is no upgrade for the platform that will make any releveance.
PSU is a low end junk model, anything beyond a 730 and you are not only risking overloading the PSU, but risking the PSU frying the rest of the PC with it.
Not all PSUs are made equal and there is a very large quality difference between a top end one and a cheap one. (similar to a quality car amp and a "2000w" model being sold out of some guys van).

Is RAM included? If not, then getting DDR2 RAM might turn out to be a bit difficult, as the prices have gone up a bit, since the memory is 2 generations behind now. For example, it would cost on Crucial.com almost as much to get 4GB of RAM for that board as it would cost to get 8GB of DDR3

You can play a lot of games with any level of hardware. The question is what games are you looking to play?

GT730 is about equivalent to high end card from 7 years ago (8800 GTS). Many games from that era will run fairly well, like Call of Duty Modern Warfare, Battlefield 2, early Unreal 3 engine games. And older games will be fine as well, to a point. And many contemporary lighter titles will run, just not any chance of running some of the AAA titles from the last few years.

Since you are buying used, look for an intel cpu/motherboard and plan on using the integrated graphics.
Even old gen HD530 graphics will perform as well as a GT730.

Will this PC be able to run GTA V somehow?
I think it will run CS:GO and WoT pretty well.

In what CPUs can I find that HD530 or HD510?
I think I can't get both mobo and CPU for like 30 euros which will be better than q9400.

Agreed, for the budget your original idea isn't bad.

Normally I suggest buying used business class PCs, but even they will be closer to 100-200 Euro for something like a 4th-6th gen intel CPU.

Hello Sir, thanks on reply;
Meanwhile I gave up on that combination and decided to get some used motherboard which is on auction atm and I expect that it will go to 5 euros to pair it with my X3 425 CPU I have laying around.
I got 500gb hdd thoough and I am planning to get that PSU anyway for 15 euros.

My only question now is what can I pair with X3 425 and 4GB RAM?

I can find new GT730 for 28 Euros 64bit 2GB DDR3.
Will that rig with 4GB RAM + X3 425 + GT730 be able to run minecraft well or counter strike :go ?

I would strongly recommend a GDDR5 version of the GT730. It will perform noticeably better than a GT730 with DDR3

Can't find it saddly,
I think this is good option tho for only 28 euros/dollars I get it new.
