Does this sound like a good build?

Props to wanting to game on PC. You've got a good start, my advice is no liquid cooler and a better GPU. The Ryzen 3 1300X comes with a sufficient cooler and will allow you to overclock the little bit that the 1300X will do. Spend the money saved on a GTX 1050 Ti.

Oh, and get a 3000MHz 2x4GB DDR4 kit.

*Also, not sure why you have 2x120GB SSD's. Why not just get a single 240GB? Do you already have the PNY?

Some of the parts I had in another computer that my dad got for me last year. I already had the PNY and the Seagate.

I'm planning on keeping this for a year or so, and then giving it to my brother. It took me a while to save the money for this one. I'm only 13, so I figure this would be OK to start, and then go from there on the next one I build
 
I see. Well I hope you do build this system. Something I would have loved at age 13.

Main things are what I've already mentioned. The liquid cooler is pointless other than it "looks cool". And for a few dollars more you can get faster (3000MHz) RAM.

*Liquid coolers are good for high-end systems when you use a 240mm or bigger radiator on a chip that will run hot if you don't. Budget systems don't need liquid cooling.

It's up to you on the SSD. With the money saved on the cooler and if you didn't get the SSD, you could use that money to get a GTX 1060 instead.

Or just the 1050 Ti.

I'm going to have to look and see if I have the cash to do it. The 1060 may be more than I can get right now, but maybe the 1050 Ti will work

I want to stick to the AsRock MB, as it works with the red LED fans I have. And since the case has a big window on it, I thought it would look cool.

The case looks good for cable management. I want to try to make it look as neat inside as possible

Just curious, but I saw that I can get a refurb GTX 960 on Newegg for the same price as a 1050Ti.

Would that make more sense?

It looks like it's pretty good. And I can use some velcro straps that my mom had to help keep things neat
 
The case actually comes with velcro straps on the back-side. I had both Corsair SPEC-01 and NZXT S340 and they did not come with velcro, just zip-ties.

GTX 960 for the same price as a 1050 Ti is a no go. GTX 1050 Ti is better than a GTX 960, especially if the 960 is the 2GB model.

No, it's the 4gb model, refurbished.

With a 10% discount, the 960 is $144. The 1050 is $155 for one fan, and $160 for 2.
 
Well before yesterday I thought the GTX 960 4GB was equal to or better than a 1050 Ti. But then I saw some gameplay comparison and a GPU hierarchy chart that put the 1050 Ti ahead of the 960.

But now I look again and see the 960 4GB beating the 1050 Ti.

Even if they were equal, I think I would rather have a new GPU rather than a refurbished GPU. $15 isn't that big of a difference if you will use it for more than a year.

Ok.

And by the time I build a new one, all of the new intel and Ryzen chips will be out. I thought about getting an i3 8350k, but they sold out.
