Does touching a painted metal in a case discharge static?

I've been reading about static that It does indeed pass through paint but some say that it doesn't pass through paint? I wanted to make sure because my case is all painted.

Touching a a painted case is fine. Just don't go walking on carpet in your stocking feet before building a PC.

You should be fine. Im an "oldy" (been building since about 1995), and heres a tip, from my experiance have never used a "static strap" first thing I do is remove my shoes and socks, install the PSU and plug it in (yes plug it in, most PSUs also have a ground through the casing back to the power sockets ground line. and discharge myself through that occasionally.
