[SOLVED] Does USB 2.0 have more speed than a WD Blue Drive?

So I have an unused HDD, and is thinking of using it as an external drive. I wanted to go for a bit of a budget since in my country prices of any tech related things are a bit over the top. Basically, Im looking for a sata to usb converter with storage, and usb 2.0 ones seems to be my best bet. Should I get a usb 3.0 converter or usb 2.0 converter?

Get a usb 3.
Usb 2 is not fast enough for a disk.
