Does using a PCIE extension cable impact performance?

Currently my graphics card fans are very close to my power supply, and my power supply gets quite hot so the graphics card is pulling in hot air from the power supply meaning the gpu runs quite hot. Ideally I would like to move the graphics card up a couple of slots, but to do this I would need a cable such as this: http://www.amazon.co.uk/PCI-Express-Extender-Flexible-Extension/dp/B008BZBFTG

I was about to pull the trigger and order one of these cables, but then I suddenly thought "would using one of these cables impact performance? Because if it does I just won't bother. The thing that had me concerned is one of the reviews on the product I linked mentioned that the cable limited him to PCIE 2.0 4x but the slot I will be plugging it into is a PCIE 3.0 16x so I really don't want that to happen, or any impact on performance really.

Does anyone know if there's a way I can use one of these extension cables without impacting performance?
 
I have a thermaltake core P5 case using his pci-e 16x extensor cable with a Titan X Pascal.. so i did the teste and i lose just 1 FPS on games... i put this on a error marge.. you will not see difference about performance. so take it easy to handle, this is very sensible. After unassembly my pc for clean.. now i star have problems, I finished the test putting the gpu direct on mobo slot and the bloblems soved.. maybe my cable is gone!
