Does where I plug my ssd do into a certain Sata port matter

I have a 2080 and a 8700k and I have constant stuttering and was wondering if ssd was the problem

If the SSD is the boot disk it should be connected to the lowest numbered SATA port. I doubt, however, that that is causing your stuttering problem.

Look at thermal throttling of the CPU and/or low PSU power.

Can you explain to me what that is and also I just saw my gpu and cpu usage are only around 40 percent when gaming
