I do not believe so.
Since you seem to have a bare Win XP install...what happens when you try to run the updates?
Does it do anything, or does it fail?

I have to update all the .nets and manually update ie to latest. It fails right away after bare install. It always has though for me.

You can also try this registry hack. Some have reported success, others a fail (read the forum comments in this link as well for further info):

I have an old mid-'00s retro gaming rig running XP and it was last online in 2012, but I would under no circumstances try and get online with it now.

you could try wsus offline updater for xp

though not used it in years so no idea if it can still fetch the files or not

that will update xp to as for as its possible to go

it actually still functions. paste http://www.update.microsoft.com/microsoftupdate/v6/default.aspx into internet explorer.

It works on a fresh install of Windows XP (november 2017).
I pasted http://www.update.microsoft.com/microsoftupdate/v6/default.aspx into IE8...
It's possible to do this also in order to have the latests updates of Windows XP Embedded POSReady (until 2019) : https://www.pcastuces.com/pratique/astuces/4092.htm
