[SOLVED] Does Windows 10 build 1903 cause fps drops and stuttering while gaming?

Hello everyone,
I just updated my windows 10 to build 1903. I have a problem of fps dropping and stuttering while gaming. I have installed all the updated drivers for the hardware. Previously when using version 1809, this situation did not appear. I tried reinstalling clean windows, customizing nvidia control panel, turning on / off vsync, turning off windows gaming bar .... but this situation still exists. Can any pros here help me solve this situation?
My rig:
CPU intel i5 6500
GPU Nvidia GTX 1080
RAM Kingston 16Gb 2133Mhz
MB MSI Z170 Gaming Pro
PSU Thermaltake 750W
 
Solution
Open run, enter services.msc and double click on Diagnostic Policy Service. In the window that opens select "disable" from the drop down list available. The default is "automatic". Disabling this tends to help with the stutters for some.
