Yes to some extent. Actually it is about if apps can utilize all cores and more importantly all threads on these cores. Apps are now coming in market based on this idea to utilize maximum no of threads. Anyhow, from the cores and threads utilization perspective, Windows 8 will outperform Windows 7 and XP. Though Windows 7 Ultimate edition was released when this concept was in ho debate. So it may perform well in this regard but there is no reference available on it.
