Does Windows 8 Shut down completely?

When you press the turn off button, I have heard people say it goes into sleep mode, and does not fully turn off.
Is this true?
Also how much electricity would this use, because I don't use my PC all day. Only like a couple of hours a day,

laptops tend to go into sleep and 90% of win 8 computer (desktop or laptop) will go into hibernation when you click on shutdown....

Personally one off the first things i do when i get hold of a win 8 computer is to turn hibernation off and/or go into advanced power setting and change what the power button does
