Does Windows ever notify anybody of solutions

changing permissions to delete downloaded programs won't change.I have to use SAFE MODE
to get rid of programs that I created, WHY?.I understand prohibition on pre-installed software
but what i add and remove should be my choice not MS's.Anyway,i've had a mess. for the last 5 days--HOST controller has quit,or something close to this,Windows will notify you yada,yada yada! Maybe i'll get an answer in time to stuff the turkey,whatcha think?

please,let me re-format my original question-statement.I guess i lost track of the (then) page i was on.I started on a MS maybe page.Thus the reason for the slight
sarcasim,I'm sure i'm not the only who has felt this way.Now,my question is this.After following several different solutions using the normal chain of command starting with all of the" right click on" items starting with "properties" etc.etc. .This delete deal wasn't my first rodeo with this problem.So i've said all this to say this.
I want acknowledge AFORD 10 for his reply.Thank you sir.Malware is possible but i was, for the sake of other noobies like myself trying to say that the safe mode,for me, was faster and easier.I apologize for being long winded,first time out and all.

Gentlemen,
I'm guessing that my last reply to Aford10 never made it.Must have clicked flush instead of send.Thank you for your suggestions.When i set up vista for the Mrs. i never put in a password in the UAC thing.Doing that helped some but i did find a faster remedy as follows:Cmd.prompt-type in net user administrator/active:yes then hit enter.then go back and hit delete on selected item.(found on JonesPC.com)thank you Aford10,you tips have been noted.
